This looks like the work of Willoughby J. Edbrooke!
The Landmark
Center in downtown St. Paul, MN, designed by the aforementioned Mr.
Edbrooke, who served as Supervising Architect of the U.S. Treasury
Department from 1891-92. Construction began in 1892 and was completed in
1902.

Facelift
The long-vacant Landmark/Schmidt’s Brewery on West 7th in St. Paul, set
to get a $100 million facelift that will bring artist lofts along with
studios for pottery, dance, yoga, performance and other artistic
disciplines to the area.
